The Rosgvardiya (Russian National Guard) includes the Internal Troops of the Ministry of Affairs, the SOB and other "special forces" internal police units, Akhmat Special Forces and the Chechen National Guard, and ALL military formations that exist outside of the "traditional" Ministry of Defense, including volunteer groups. Wagner not in Africa who wish to fight in Ukraine almost always find themselves taking contracts with Rosgvardiya-related formations, where they have been embraced, as well.
The Rosgvardiya answers directly to President Putin, not to the Ministry of Defense.
