Then as invaders are cleared and flee from rural areas to the cities you clean up the suburbs, further driving invaders into the arms of the liberal run major cities for sanctuary. At that point the strain on the cities being overrun might even make the city leaders cooperative, but if not you'd still have the illegals in a corner to be scooped up.
